Independent Living (IL) Services — Veteran‑Friendly Guide

The Independent Living track helps Veterans whose service‑connected disabilities make work not currently feasible to live as independently as possible at home and in the community. This page explains eligibility, covered services, the application process, timelines, and what to expect.

What is the Independent Living (IL) track?

The IL track is one of VR&E’s five support‑and‑services tracks. It focuses on increasing your independence in daily living when your service‑connected disabilities currently prevent you from preparing for, finding, or keeping employment. Your VR&E Counselor will work with you to assess needs and build an Individualized Independent Living Plan (IILP).

Goal: maximize independence at home and in the community, and—when possible—build toward future readiness for work, education, or training.

Eligibility (High‑Level)

You may qualify if all are true:

  • You’re a Veteran or service member with a service‑connected disability and are entitled to VR&E (Chapter 31) benefits.
  • You have a Serious Employment Handicap and your disabilities currently prevent employment (preparing for, finding, or keeping a job).
  • You need IL services to live as independently as possible.

Final entitlement and track selection are decided during your VR&E evaluation with a counselor.

Initial entitlement basics

  • Have (or are awaiting) a VA service‑connected disability rating; many applicants qualify with a 10%+ combined, compensable rating (20% with employment handicap for certain entitlements).
  • Within the program’s period of eligibility (some time limits may not apply depending on discharge date and circumstances).
  • Determination by a VR&E Counselor after a comprehensive evaluation.

Services You May Receive

Independent‑living supports

  • Assessment of daily living needs and home environment.
  • Training in activities of daily living (ADLs/IADLs) and community integration.
  • Coordination with community and VA resources.

Assistive technology & equipment

  • Adaptive and computer technology for communication and access.
  • Mobility, safety, and accessibility items when linked to IL goals in your IILP.
  • Specialized devices recommended through clinical/rehab assessments.

Other examples

  • Home‑based modifications & accommodations when appropriate to the plan.
  • Counseling, case management, and skills coaching.
  • Referral to other VA benefits (health care, housing grants, prosthetics) as needed.

How to Apply

Start your application (VA Form 28‑1900)

Apply online via VA.gov (fastest), or submit VA Form 28‑1900 by mail or in person at a VA regional office.

Attend orientation & evaluation

If you're eligible, VR&E will invite you to an orientation and a comprehensive evaluation with a VR&E Counselor to determine entitlement and the right track for your needs.

Build your IILP

Work with your counselor to create an Individualized Independent Living Plan that outlines goals, services, timelines, and responsible providers.

Approvals, purchasing & services

Once approved, the VA and its vendors coordinate assessments, procurement, delivery, training, and follow‑up for items and services listed in your IILP.

Follow‑up & case closure

VR&E tracks progress against your plan. Cases close when goals are met, the plan completes, or circumstances change. Your counselor will review next steps and any ongoing supports.

What to Expect During IL Services

Assessments

  • VR&E evaluation of entitlement and IL suitability.

  • Home and technology assessments as appropriate.

Plan execution

  • Equipment ordering, delivery, and setup/training.
  • Coaching or therapy to build skills for independence.
  • Regular check‑ins and adjustments to the IILP.
Important: IL services are individualized. Having a specific item in mind doesn’t guarantee approval. Every service must be necessary and suitable to meet your documented IL goals and approved within your IILP.

Duration & Limits

Program duration

IL services typically last up to 24 months. Extensions may be granted when additional time is necessary and likely to substantially increase independence, subject to policy and approvals.

  • All services must be tied to goals in your approved IILP.
  • Some items may require extra clinical justification or supervisory approval.
  • VR&E may coordinate with other VA benefits and community resources when appropriate.

Frequently Asked Questions

Is IL the right track for me if I want to work?

IL focuses on independence when employment isn’t feasible right now. If you can work with supports, your counselor may recommend another VR&E track (e.g., employment or education focused), or sequence IL and employment services.

What kinds of assistive technology can IL provide?

Examples include adaptive computer access, communication tools, and mobility/safety devices tied directly to your IL goals. Specific items depend on assessments, policy, and plan approval.

Can IL fund home modifications?

When justified by your IL goals and approved in the plan, certain modifications may be considered. VR&E may also coordinate with other VA programs (e.g., housing grants or prosthetics) when appropriate.

How long do IL services last?

Generally up to 24 months, with possible extensions when additional time is necessary and likely to significantly improve independence, subject to approval.

Do I need a specific disability rating?
